How to Order Ingredients on an FDA Food Label
Build an FDA-style ingredient declaration by descending weight, handle compound ingredients, and understand the special considerations around ingredients at 2% or less.The formula record is the source of the declaration.
Food ingredients are generally declared by their common or usual names in descending order of predominance by weight. Start from the weights used when the ingredients are combined, not the weight remaining after baking or evaporation.
Build the calculation from reliable inputs
Compound ingredients require attention to supplier specifications. They may be declared using the compound name followed by sub-ingredients in parentheses, or through another permitted presentation when applicable. Never invent sub-ingredients from memory; use the current supplier statement.
Turn the answer into a repeatable process
The “contains 2% or less of” convention can simplify presentation in qualifying situations, but it is not permission to omit ingredients or allergens. Processing aids, incidental additives, colors, preservatives, flavors, and major food allergens can have additional rules.

Worked example: expand a compound ingredient without losing order
Suppose a formula combines 5,000 g flour blend, 2,400 g water, 1,100 g sugar, 500 g butter, 120 g egg, and 45 g flavor. The flour blend supplier statement is “Enriched bleached wheat flour (wheat flour, niacin, reduced iron, thiamin mononitrate, riboflavin, folic acid), malted barley flour.” Begin with the weights when ingredients are combined, retain the supplier’s current common or usual names, and preserve the compound ingredient’s sub-ingredient order.
A planning draft might begin: Ingredients: Enriched Bleached Wheat Flour (Wheat Flour, Niacin, Reduced Iron, Thiamin Mononitrate, Riboflavin, Folic Acid), Malted Barley Flour, Water, Sugar, Butter (...), Egg, ... The actual butter and flavor sub-ingredients, allergen presentation, colors, preservatives, processing aids, and any qualifying “2% or less” presentation require the current source records and product-specific review.
Declaration source checklist
