A percentage is incomplete until its base is clear. It might be a percentage of the total batch, oils, wax, active ingredient, or one phase of a formula. Save the supplier, trade name, lot, purpose, recommended use range, and supporting document with each material.
“Use at 2%” is meaningless until the 100% base and supplied concentration are known. The same named material can also vary by supplier or grade, so identity and supporting documents belong with the number.
Worked example
Example: “8% fragrance” could mean 8 g per 100 g of wax or 8 g in a 100 g total batch. Write the exact basis so another person gets the same answer.
Applying a supplier’s maximum rate for one product category to a different use, or calculating an active-ingredient limit from the as-supplied weight without conversion.

Worked example
Example: Two candles use the same wax and fragrance percentages, but one has a wider jar and different wick. They are different finished systems and need separate burn testing.
Calling two batches equivalent because the ingredient list matches while changing the jar, wick, mixer, batch depth, cooling method, or order of addition.
The documented process repeatedly produces a product that meets the same defined checks in its intended final container.

Testing one successful sample, discarding failed trials, or assuming a supplier’s ingredient test proves the safety and performance of the finished product.
The evidence answers the stated question for the exact formula, process, and package, and limitations or required qualified testing are clearly recorded.
Keep the test method, sample, result, date, reviewer, and formula version together.
Build label drafts from the current formula and supplier documents. Product type, ingredients, warnings, color additives, net quantity, business information, and claims can affect requirements. A product presented as treating a disease may be regulated differently from an ordinary cosmetic.
Regulatory classification and claims affect which requirements apply. The label must match the actual product, current formula, net contents, responsible business, warnings, and intended marketing—not simply an attractive template.

Example: Changing a balm claim from “softens dry-feeling skin” to “treats eczema” is not merely a marketing edit; it may change how the product is regulated.
Adding a disease-treatment claim because it sounds helpful, or treating an automatically ordered INCI list as proof that the complete cosmetic label is compliant.
Claims are appropriate to the product category, every label element has a source, and formula, supplier, package, or claim changes trigger review before sale.
